Bay Minette council approves eight resolutions, appoints James Rosier Jr. as police chief

The Bay Minette City Council unanimously approved eight resolutions and appointed James Rosier Jr. as municipal police chief during its regular meeting on April 6, 2026, at City Hall.
The actions, taken after routine roll call and approvals, included authorization to submit a GOMESA grant application through the Alabama Department of Conservation and Natural Resources (ADCNR) for improvements to the Kids Park (Resolution 0426-01), disposal of surplus equipment from Holly Hills Municipal Golf Course (Resolution 0426-02), and a $1,000 sponsorship with the Baldwin County District Attorney’s Office and Foundation (Resolution 0426-03). Funding for the sponsorship is to be drawn from contingency allocations: Mayor Brown $200; District 1 $100; District 2 $250; District 3 $250; District 4 $100; District 5 $100.
Councilmember Matt Franklin moved to approve the GOMESA grant resolution and Mayor Pro Tempore Pete Sellers seconded; all motions on the consent items carried unanimously. The council also authorized the mayor to execute agreements with the law firm Kubina, Hayles & Ray, P.C. (Resolution 0426-04) and a memorandum of understanding concerning shared equipment and personnel with North Baldwin Utilities (Resolution 0426-05). Two management control agreements with the Baldwin Council Commission — one for the municipal court (Resolution 0426-07) and one for the police department (Resolution 0426-08) — were likewise approved.
The council approved Resolution 0426-06 appointing James Rosier Jr. as municipal non-elected public official for the City of Bay Minette — Police Chief. Mayor Pro Tempore Pete Sellers moved the appointment and Councilmember Mike Phillips seconded; the motion carried unanimously.
Mayor Joshua O. Brown acknowledged Interim Chief Jimmy Dean Stracener’s leadership and announced that Stracener is to assume the role of assistant police chief on May 6, 2026. Mayor Brown also thanked members of the police search committee for their service.
In routine business, the council voted to approve the minutes of the March 23, 2026 meeting and the revised accounts payable for April 6, 2026 in the amount of $394,352.45.
The meeting opened with recognitions and proclamations: Mayor Brown presented a proclamation naming April 2026 Sexual Assault Awareness Month to Jessica Nelson of The Lighthouse; declared April Environmental Month and highlighted an Earth Day cleanup event April 18; and presented a Donate Life Month proclamation to Legacy of Hope Ambassador Rob Junkins. The council also recognized Teach of the Year recipients from the North Baldwin feeder pattern.
During citizens’ comments, Cheryl Clark asked the council to repair the sidewalk between United Bank and Regions Bank and to install a crosswalk at the Bay Minette Public Library. John King requested updates on Novelis and asked which businesses will occupy new facilities on U.S. Highway 59, whether a hotel is still being considered for the former bowling alley/skating rink site, and said he has not received a city newsletter during this administration and would like the newsletter to continue.
The meeting concluded after announcements of upcoming community events and a unanimous motion to adjourn. The minutes were finalized and signed by City Clerk Rita Diedtrich.
