Crawford council swears in new member, adopts road plan and approves insurance, liens and other measures

The Crawford City Council on Jan. 13 swore in Brian Frahm as a council member, adopted the city's 1 & 6 Year plan for streets and projects, approved membership in the League Insurance Government Health Team (LIGHT) for employee health coverage and approved several administrative and property-related measures.
Brian Frahm was appointed to the council by motion and sworn in at the start of the meeting. Later the council approved Resolution 2026-01 adopting the city's 1 & 6 Year plan after a public hearing; the resolution passed with Council Members Christopher Dean and Dianne Gaston and Mayor April Grant voting AYE and Frahm recorded as abstaining.
City staff reports included a Park Board update from Jenny Nixon noting the pool committee has reorganized as the "Friends of the Crawford Pool" and obtained 501(c)(3) status through the Crawford Area Fund; the library reported a donated Smart TV for a meeting room and reduced backup costs after connecting with the Nebraska Library Commission. Water and sewer updates from Dennis Krotz noted the SCADA system bid was awarded, a $10,000 security grant was received with a 10% local match requirement, and a new alum tank has been received and is being installed.
Council approved Resolution 2026-02 to join LIGHT for employee health coverage; the motion passed with Dean, Gaston and Mayor Grant voting in favor and Frahm abstaining. The council also approved the appointment of Norma Horkey to the Library Board of Trustees.
On property matters, the council voted to forgive RTS liens on 141 Linn Street and 511 Elm Street provided property owners bring the properties into compliance with city ordinances within one year. The city discussed but took no action on consolidating adjacent RTS accounts pending county approval. The council approved a $1,236 purchase for ball-field sprinkler maintenance supplies and accepted an escort route for the Vietnam Wall coordinated with the Nebraska State Patrol and Dawes County Sheriff; organizers expect roughly 150 motorcyclists and supporting emergency vehicles.
The council discussed moving forward with the legal process to place a proposed increase in the city sales tax on the primary-election ballot and directed Attorney Adam Edmund to advise on required timeframes; no ordinance or ballot measure was recorded at this meeting. Brian Frahm also requested a one-year memorandum of understanding to allow the "Friends of the Pool" time to operate and present accurate costs to the city; Attorney Edmund will draft the MOU and council took no formal action.
Council approved bills and claims totaling $97,669.07 by motion; Council Members Dianne Gaston, Christopher Dean and Mayor April Grant voted to approve the claims and Brian Frahm recorded an abstention. The meeting adjourned at 7:40 p.m.
