Crawford council approves one-year conditional use permit for 617 Oak Street, appoints liaisons and okays golf job ads

The Crawford City Council on Jan. 27 approved a one-year conditional use permit for 617 Oak Street, authorized seasonal job advertisements for the city golf course and made several liaison and board appointments.
Mayor April Grant opened a public hearing on the permit at 6:34 p.m.; no public comments were offered. Council Member Christopher Dean moved to approve the conditional use permit for 617 Oak Street as recommended by the Planning Commission — a one-year approval with an option for a one-year extension that would require council approval. Council Member Frahm seconded, and the motion carried on a 3–0 vote (Dean, Frahm, Gaston).
The council also accepted Council Member Frahm’s offer to serve as the city's representative on the Panhandle Area Development District (PADD) Board of Directors; Dean moved to appoint Frahm and Gaston seconded. Frahm was similarly approved as the council’s liaison to Ponderosa Villa and to the Library (motion by Dean, second by Gaston).
On staffing for the Legend Buttes Golf Course, Council Member Dean presented updated advertisements seeking a clubhouse manager and a seasonal groundskeeper. The council discussed start and end dates (proposed April 1–Oct. 1), a starting wage of $15 per hour, and whether tips should be included for clubhouse roles under state statute. Council Member Dianne Gaston moved to approve the revised advertisements with the date changes; Dean seconded and the motion passed 3–0.
Council Member Frahm also moved and the council approved a policy requiring a visible, road-facing placard for all city-issued building permits; the policy allows the city to issue a stop-work order if no permit placard is displayed or a permit has not been approved (motion by Frahm, second by Gaston; vote 3–0).
City Clerk Teri Miller reviewed the Treasurer’s Report and told the council the general fund showed negative balances because insurance costs had not been allocated to departments over the past three years; she said she is reallocating those costs and the audit is near completion. The council approved the Treasurer’s Report (motion by Dean, second by Frahm; vote 3–0).
The council approved bills and claims totaling $77,458.36, including a $17,720 final lease payment to Kinetic Leasing and $15,800 to SWANN Landfill. The meeting adjourned at 7:20 p.m.
What’s next: The conditional use permit is issued for one year; any extension would require council action. The council noted that the proposed manufactured and mobile home ordinance is under discussion but no action was taken on that item at this meeting.
