Tusayan council approves consent items, sets $25M reimbursement ceiling and greenlights demolition contract

The Town of Tusayan Council approved a package of routine consent items at its Nov. 12 meeting and took several decisions aimed at preserving future financing flexibility and advancing the redevelopment of the 7 Mile Lodge site.
Mayor Clarinda Vail and the five-member council voted unanimously to adopt the consent agenda after pulling two payments to Access Parks and certain items for separate discussion. Town Manager Hendrix asked the council to withhold two Access Parks payments until after Executive Session; staff later executed the partial payment direction approved after Executive Session.
The council adopted Resolution 2024-21, filling the previously blank reimbursement placeholder with $25,000,000 to preserve the town’s maximum potential future reimbursement authority for costs associated with demolition and related work. Town Manager Hendrix clarified the figure is a high ceiling intended to cover all costs the town might later choose to reimburse; it does not require the town to issue debt for that amount. Council Member Josh Collet moved to adopt Resolution 2024-21 with the $25 million figure; Vice Mayor Greg Brush seconded the motion and it passed with all five members voting aye.
The council also authorized staff to finalize and execute a demolition contract with Loven Contracting, Inc. for removal of the 7 Mile Lodge. Council Member Collet was named the council designee on that project and staff indicated the contract would be finalized in the next day or two.
Procedural motions recorded in the minutes include the formal adoption of the agenda and the consent agenda (Vice Mayor Brush moved; Council Member Collet seconded), and the later motion, after Executive Session, approving a partial payment to Access Parks as directed in Executive Session (Mayor Vail moved; Council Member Kathryn Kanallakan seconded). All recorded votes on these motions were unanimous (Aye: Mayor Vail, Vice Mayor Brush, Council Member Collet, Council Member Aldaz, Council Member Kanallakan).
What’s next: staff will finalize the demolition contract, implement the 10% retention on the Proline Trails invoice per council direction, and proceed with the administrative steps tied to Resolution 2024-21 if the council later moves to reimburse eligible expenses.
