Youngtown council approves $428,000 transfer to buy PNC building, buy public-works equipment

The Youngtown Common Council on Feb. 19 approved a $428,000 transfer from the General Fund contingency reserve to buy the PNC property and to purchase public-works equipment.
Senior Accountant Monique Quintana told the council the transfer would move $400,000 to General Government to acquire the building at 12026 North 111th Avenue and $28,000 to Buildings Equipment for tools including a 36-inch trencher, a stump grinder, a pallet jack, a flat plate impactor, a 20-inch concrete push saw and 38 barricades. Quintana said the contingency reserve would fall from $3,941,542 to $3,513,542 if the transfer is approved.
Mayor Michael LeVault and Town Manager Brian Stutsman framed the purchases as investments that let the town handle more maintenance internally and reduce subcontractor costs. Stutsman said the town negotiated used-equipment pricing, noting the trencher’s price was lowered from $8,900 to $6,500 and that maintenance records were obtained for the purchase.
Councilmembers discussed liability and operational benefits; Councilmember Margaret Chittenden moved the appropriation transfer and Councilmember Karen Haney Duncan seconded. The motion passed unanimously with all seven members present.
Stutsman said PNC is under contract and documents are expected to be presented with an anticipated closing date no later than March 23, 2026.
