During the May 7 meeting the Youngtown Common Council discussed potential amendments to local parking and driveway regulations aimed at addressing vehicles parked on dirt or gravel surfaces.
Town Manager Brian Stutsman said staff and code personnel (Gregory) are reviewing the code and suggested removing blacktop asphalt as an allowed driveway surface in favor of alternatives. Stutsman described quarter-minus — a compactable, crushed-rock base used under pavers or as a surface — as an affordable option that meets dust-control requirements and could help residents who cannot afford concrete or pavers. “If you price out quarter minus, it's about a hundred dollars per ton, so it's more manageable and more cost-effective,” Stutsman said.
Councilmember Kathryn French urged staff to provide supporting documents ahead of meetings so councilors can review proposed code language in advance. Council reached consensus to return the item to a future meeting with a proposed code amendment.
The discussion did not produce an immediate ordinance; staff will prepare draft language for council consideration.
