Town Manager Brian Stutsman told the Youngtown Council on April 16 that Arizona Game and Fish contacted the Town on April 6 offering excess fish, and the first delivery arrived April 7. Stutsman said the Town was not able to notify all council members in time for that delivery but expects additional fish shipments in the coming weeks.
Stutsman and the council said formalizing an Intergovernmental Agreement (IGA) with Arizona Game and Fish will likely take six to eight months; the council expressed consensus to pursue an IGA and asked staff to provide at least 24 hours' notice before future deliveries so council members can attend if they wish. The Town presented a Cabela’s gift card to Max and his mother, Leah, after Max reeled in a fish at Maricopa Lake during the initial stocking; the Town reported catches described as about five pounds and later about seven pounds.
Why it matters: moving to an IGA would create a formal framework for future stocking activities and clarify roles for notification, handling and ongoing maintenance. The council asked staff to return the IGA for formal approval once negotiations are complete.
Next steps: staff will pursue the IGA with Arizona Game and Fish and return to the council when the agreement is ready for council action.
