Wingate council advances park pavilion redesign, directs engineering review

Council President Kyle Campbell and fellow council members moved the Wingate park pavilion project forward at their Nov. 12 meeting, directing staff and outside engineers to finalize bid-ready building specifications while seeking to preserve the town’s existing playground equipment.
Janet Alexander, clerk-treasurer and Park Improvement Committee representative, told the council that contractor drawings and the committee’s earlier specifications were not suitable for advertising for bids and that DES Engineering prepared revised specifications after authorization. She said the revised package was emailed to board members for review and discussion.
Councilor Curt Hadley moved to advance the project; Councilor Andrew Lorenz seconded, and the motion carried. The board instructed Alexander to schedule a telephone conference between Curt Hadley (as the council’s representative), Roger Azar of DES Engineering, Park Improvement Committee members and local contractors to review the specifications as soon as possible.
Members discussed scope changes that could accompany the work: Alexander and other participants said the Neil Pavilion and the restrooms will be removed, and the council acknowledged the plan may also require removing the stage and a smaller pavilion. Councilors emphasized they do not want to lose the existing playground equipment during the renovation.
The council’s action advances the project from specification review toward a bid and procurement phase; the next procedural step is the stakeholder conference to finalize the specifications and an eventual advertisement for bids if the specifications are approved.
