The Richmond Water and Sewer Commission on May 19 approved an amended purchase order to Champlain Associates, approved two warrants (including one routed to FEMA mitigation) and voted to increase its water and sewer pay grid by 3.0% for fiscal year 2026.
Commissioner Bard moved to approve amended purchase order #4754 to Champlain Associates in the amended amount of $15,741.72 (original quote $15,629.72 plus $112 shipping). Jay seconded the motion and commissioners voted to approve the amendment without substantive objection.
The commission then approved two warrants: warrant #22601, designated for a FEMA mitigation reimbursement line to raise the pump-station control panel, and warrant #2259, covering biweekly general operating invoices included in the packet. The chair explained warrant #22601 was separated so reimbursement would be recorded on the FEMA line; staff said the town expects FEMA reimbursement for that mitigation work.
On personnel costs, commissioners considered the pay-grid adjustment process anchored to the 2022 compensation study and adjusted annually using the New England Consumer Price Index. Citing a 3.0% CPI change from April 2024 to April 2025, Commissioner Bard moved and Jay seconded a motion to increase the water and sewer pay grid 3.0% for FY26. The motion passed unanimously (Bard: yes; Jay: yes; Aaron: yes; David: yes).
Actions recorded from the meeting will be reflected in the commission’s minutes and the FY26 budget packet.
Next steps: staff will post updated procurement and warrant records and incorporate the 3.0% grid increase in payroll scheduling effective July 1 as described in the pay-grid policy.
