Ulster board approves audits, equipment purchase, solar approvals and labor agreement

The Town of Ulster Town Board on June 18 approved a slate of routine financial and operational measures, moved to support county stormwater mapping, and adopted a labor memorandum of agreement.
Board members voted to accept the 2025 audited financial report and the final 2025 financial report for the town clerk's office, both of which will be posted to the town website, and to file annual financial and operating information on the EMMA system. The board also approved budget modifications totaling $294,545, transfers of $42,150, and abstracts of claims totaling $884,905.34.
Supervisor Quickley presented a resolution accepting the Town of Ulster Justice Court independent auditor's report from EFP R to satisfy the Office of Court Administration's certification requirement; the resolution passed on a roll-call vote with Supervisor Quickley, Councilman Schadtel, Councilwoman Hartman and Councilwoman DeGroat recorded as voting yes.
The board authorized the Highway Department to purchase a Cat 306 mini excavator with a flail mower attachment from H.O. Penn under the Sourcewell contract for $122,000 and declared the town's 2008 2303C excavator surplus for auction. Mr. Petramale told the board that the new machine includes a flail mower to allow safer, more effective vegetation work behind guardrails.
The board adopted a 20-year NYSDOT undertaking resolution after a contractor seeking a work permit for a sewer-lining project identified the town's older restoration agreement as out of date; the new permit obligates the town to restore any work areas within New York State right-of-way where excavation is performed.
Officials approved contracts to provide sewer services and related billing and collection tied to the planned reopening of Sojourner Truth State Park along the Ulster-Kingston border; Mr. Kovacs said the agreements are needed for new park facilities expected to open this summer and involve coordination with the City of Kingston and the state Office of Parks and Historic Preservation.
On land-use and utilities, the board granted final approval of an amended site plan and special-use permits for IPP Solar Integration at 550 Woods Road and approved an associated easement authorizing installation of a utility trench electric line, subject to standard excavation permits and restoration to town standards.
The board also authorized the supervisor to sign a letter supporting Ulster County's grant application to coordinate MS4 mapping and inspections for communities within the county.
After an executive-session negotiation, the board returned to open session and adopted a resolution approving a memorandum of agreement in connection with a collective bargaining agreement with Laborers' International Union Local 17; the board recorded roll-call votes in favor and indicated lawyers will document a four-year contract.
Most routine votes were approved unanimously or without recorded opposition. Several items were described to the board as administrative or procedural and will be posted to the town website when available.
