City staff walked the council through key consent items planned for the June 23 regular meeting, highlighting infrastructure, recovery, and public-safety purchases and a parks project to restore a lost skating rink.
Mayor Esther Manheimer opened the briefing and Assistant City Manager Jade Dundas reviewed the consent agenda. Staff called out a regional air-quality interlocal amendment with Buncombe County that transfers permitting work but does not change service delivery. Dundas told council that a water resources fund budget amendment of $16 million would account for refunds and updates.
Parks & Recreation: staff recommended awarding a contract to B Allen Construction to build a temporary skating rink on a city-owned lot near the transit facility (between Ashland and Cox avenues). Parks & Recreation Director D Tyre O'Neal McGirt said the rink is portable "and will allow us to move the rink to another location whenever we build back the permanent structure, which is still slated to go back in Carrier Park." Council members asked about reusing portable infrastructure and a status update on Transit-Oriented Development at that lot.
Stormwater and recovery: staff flagged a $1 million North Carolina Department of Environmental Quality Blueprint grant to invest in stormwater improvements in the Burton Street neighborhood. Staff said projects tied to Helene recovery (landslides, sidewalks, streets) are moving toward design and will be eligible for FEMA public assistance funds where applicable.
Infrastructure and public safety: staff presented a contract authorization with HDR Engineering for resurfacing and associated sidewalk ramp design work, and an Axon Fleet contract to equip APD vehicles with cameras and mounting hardware (procured via state contract but now requiring council authorization under purchasing policy changes). Staff also noted a roughly $4.5 million amendment to a recovery consulting contract with Haggerty Consulting to continue FEMA-public-assistance support.
Other: staff previewed a resolution in support of the Leonard Antonelli and Jacob Hill Bicycle Safety Zone Act of 2025 (Lenny's Law) and several capital and professional services contracts (Perkins & Will design for Eagle and South Market Streets, municipal building slab project amendments). No council votes or formal actions were taken during the briefing.
Next steps: most consent items will appear on the June 23 consent agenda for formal action; staff will provide a follow-up document answering specific council questions (for example, reuse of rink infrastructure and Transit-Oriented Development status).
