Wynnedale council approves Keiser Consulting contract, selects 2.0 milling and adopts draft ADA/Title VI plan for neighborhood paving

The Wynnedale Town Council on Aug. 12 approved a consultant agreement with Keiser Consulting and moved forward on a North Wynnedale resurfacing project, selecting 2.0 milling as the resurfacing method and approving a draft ADA Transition Plan required to qualify for state grant funds.
Ann Hildner, council president, called the meeting to order at 7:01 p.m. During the meeting the council voted to approve a consultant agreement with Keiser Consulting for Project 2025-2 (North Wynnedale) for $8,800 to support design and grant work. Conor Lee moved to approve the contract; Sue Rice seconded and all council members voted in favor.
Council members heard details of Project 2025-2, which proposes 2.0 milling, sidewalks and curb ramps. The town’s estimated share of the project is $42,566.95, described in the meeting as 20% of the total cost; the council said a CCMG grant from the Indiana Department of Transportation (INDOT) would cover the remaining 80%. The council will submit a CCMG grant application during the Oct. 1–31, 2025 application window. The work could take place as early as April or May 2026 if the grant is awarded.
After a presentation and discussion with invited presenters Judy Gruber and Dave Keiser about resurfacing techniques, Councilor Cheryl McBride moved to use 2.0 milling “due to the longer life of the roads.” Sue Rice seconded; the motion passed unanimously.
The council also reviewed and approved a draft ADA Transition Plan and Title VI certification needed because the project involves sidewalks and ramps. Ann Hildner—identified in the minutes as the town’s ADA & Title VI coordinator—said she and Judy Gruber are working with Taffanee Keys, Civil Rights Counsel at INDOT, to ensure the draft meets federal requirements. Cheryl McBride moved to approve the draft with minor changes allowed; Sue Rice seconded and the motion carried unanimously.

Background and next steps Project 2025-1 (South Wynnedale) reportedly has its punch list complete; John Ellison was identified in the minutes as assisting with INDOT closeout paperwork and any final contractor reconciliation. If the final contractor pricing is lower than quoted, the town expects to return surplus funds. If the town’s CCMG grant application for Project 2025-2 is unsuccessful, the Keiser contract work would be deferred to 2026.
Judy Gruber completed Paser training so the town can perform a road condition survey as part of asset management. Council members noted the grant application window and the need to finalize the ADA/Title VI documentation with INDOT before grant submittal.
The council scheduled its annual budget meeting for Sept. 9 at 7 p.m.; the Aug. 12 meeting adjourned at 8:21 p.m.
