The Planning Commission conditionally approved a preliminary development plan for 1271 May River Road, a proposed mixed‑use professional building with an attached carriage house located in the Old Town Historic District. Staff noted that while the proposed development meets the UDO parking and landscape standards in part, an existing nonconforming asphalt parking lot and shared-use patterns with adjacent properties create potential net parking displacement that must be addressed.
Staff recommended three conditions: 1) the UDO administrator review and, if necessary, adjust parking requirements for the subject and adjacent properties to address potential deficits; 2) provide an updated landscape plan that affords a visual buffer between the public right of way and off‑street parking (minimum 42 inches in height and 50 percent opacity); and 3) record a shared access easement with Beaufort County prior to final development plan approval. The commission approved the motion with those conditions.
