Meridian Hills council preliminarily awards $246,878 paving contract, conditions set for final execution

The Town of Meridian Hills Council on July 8 preliminarily approved awarding the 2024-01 CCMG paving contract to Midwest Paving LLC for $246,877.69, contingent on a full review of bid documents and completion of contract paperwork required by INDOT.
Crossroads Engineer and Town Engineer Willie Hall presented bid tabulation results and recommended Midwest Paving as the apparent lowest, most responsible, and responsive bidder. Council approved the recommendation by unanimous vote, with the award conditioned on a final administrative review and contract execution. Town Attorney Ryan E. Mann was instructed to prepare the agreement so paperwork can be submitted to INDOT by early August.
The engineer also reported that not all pavement markings on the related pavement maintenance work have been completed. Because the contract remains technically incomplete, council discussed the potential enforcement of liquidated damages but decided to continue monitoring the contractor’s completion schedule before making a determination. Hall said no schedule had been provided for raised crossing partial replacement, finish work, and final walk-through, and that a single pay estimate for remaining work is expected to be presented for payment at the September meeting.
The council was also informed that the town’s Indy NIP application was approved in the amount of $40,445; that funding was discussed as part of the overall pavement and sidewalk work plan. The 75th Street sidewalk project was reported as complete and a final invoice of $3,500 will be submitted for payment.
Next steps: the town attorney will prepare the contract documents for signature and INDOT submittal, and the engineer will continue to monitor the outstanding pavement marking and raised crossing work before the council considers releasing final payment or assessing liquidated damages.
