Planning commission approves Goddard School preliminary plan with queuing condition

The Planning Commission approved a preliminary development plan for the Goddard School, a proposed 16,080-square-foot two‑story daycare that would accommodate about 220 students and 26 staff. Town staff recommended approval, reporting the site was contemplated in the master plan for commercial use and that traffic impacts would be comparable to the previously anticipated commercial use for the parcel.
Kathleen Duncan, the project manager and landscape architect for JK Tiller Associates, said the site's operational model will require parents to park and walk children into the facility rather than drop off at the curb. "The intention is to have staff actually park off site so that spaces on property are available for parents," she said in response to commissioners’ questions about parking and queuing. The applicant also agreed to provide an off‑site queuing exhibit if needed at final development review and to route any off‑site queuing through Bleecker Street North rather than Mott Street.
Commissioners sought assurances that queuing will not back up into Buckwalter Parkway; they required sign‑off by the police chief or designee and the fire marshal or designee on a stacking and traffic plan prior to final development approval. The motion to approve with that coordination condition passed unanimously.
