Commission defers East Block redevelopment plats after safety concerns over 0-foot building lines

Planning staff presented an overview of Items 108–115, a multipart East Block redevelopment that would reuse and adapt historic warehouse buildings in East Downtown with proposed 0-foot building lines and no visibility triangles in some locations. Staff recommended deferral per the applicant’s request so design and safety issues can be addressed.
Tom Murphy, president of the Lamar Live Oak Crest Homeowners Association, testified that intersections on Live Oak with McKinney and Dallas streets have limited sight lines and that increased traffic from the redevelopment could worsen dangerous conditions. “The current sight lines are inadequate, often dangerously requiring pedestrians and vehicles to nose out into traffic lanes to assess oncoming traffic,” Murphy said, and urged collaboration with the East Downtown redevelopment authority to improve safety.
Commissioners and staff discussed potential mitigations, including design treatments and parking changes, and emphasized that deferral would allow the developer, city staff and neighborhood groups to analyze intersections and sight lines more closely.
The commission voted to defer all eight plat applications per the applicant’s request. Staff noted letters of support from East Downtown stakeholders and also recorded advance public comments raising visibility and resident-feud concerns.
Next steps: staff will work with the applicant and neighborhood groups during the deferral to study intersection sight lines and recommend safety measures; the plats will return after applicant-requested changes and additional information are submitted.
