Staff reports on street projects, Opera House restoration and other capital work
Summary
City staff updated the committee on multiple projects: Highway 51 mainline is open, a short closure at Van Buren Street is planned, Jackson Street will be closed westbound for about six weeks, Beyond Park utilities are underway, and several bids and design efforts (Marion Street, Opera House windows, library roof, Wagon Works Way remediation) are moving forward.
City staff provided a consolidated update on current and upcoming capital and street projects across Stoughton.
Staff said the Highway 51 main line is open and will remain so during the projects. Van Buren Street, just south of Main Street, will close for a day or two for grade work and then reopen. Jackson Street westbound toward Walmart and Aldi will close starting Monday for approximately six weeks; staff will place signage and said businesses on Holts Road have been notified and that access to Holts Road will be maintained.
Beyond Park’s phase one is installing underground utilities on Wilson, Harding and Grant, and staff reported progress despite weather delays. Marion Street has been bid and will begin in early July after a pre-construction meeting in late June. Racetrack Road, approved at council previously as a partnership with Dunkirk, is expected to start in late July and finish by October pending execution of monetization agreements.
Design for the Jefferson Street bridge is advancing and may require property acquisitions; staff said appraisals are complete and they plan to meet with affected property owners and hold a public meeting. Wagon Works Way remediation (part of the RDA site) and a north-side riverwalk project will go out for bids in mid-July.
The Opera House window restoration is out for bid; Landmarks reviewed prior submittals and staff will return to Landmarks to review the selected submittal before awarding a contract. The library roof was competitively bid with work planned for mid-July and solar installation to follow in the fall. Staff also noted senior-center painting and stucco repairs and mentioned longtime staff member Cindy’s retirement in August.
Staff said they will post project details to the city’s new website and send direct notices to affected residents and businesses as construction approaches.
Next steps: staff will proceed with bids and final scheduling, provide notices to affected parties, and return to committee with updates and any items requiring formal approval.
