Engineers recommend tank roof replacement; commissioners review MVC bids and approve sole-source Tovertafel purchase

Underwood Engineers presented options April 6 for replacing the concrete cover of Carroll County’s water storage tank, recommending a roof replacement and an interior partition to allow half the tank to be taken offline for maintenance. Lynette Carney of Underwood summarized that repairs in 2025 stabilized the existing cover, inspections in 2018 and 2025 found no visible interior issues, and that a second backup tank would be expensive. Carney noted the existing concrete cover dates to around 1987.
Administrator Rich Leboeuf said the county seeks to keep grounds well cared for and maintained as a first impression for MVC; the board discussed manpower limitations for landscaping and the role of volunteers. During public comment, Fred Cain questioned the need for an irrigation system at MVC, calling it a "luxury" amid drought conditions and suggesting alternative labor sources for watering.
On procurement, commissioners opened multiple bids for MVC dining tables and living-room furniture from vendors including Concordance, McKesson, Direct Supply and Medline. Administrator Leboeuf will review the submissions and return with a recommendation. The board declined a bid-waiver request to award second-floor carpet to the same vendor who installed the first-floor carpet, requiring competitive bids instead.
Separately, the board approved a request to waive the competitive bid process for a Tovertafel activity/game table for MVC residents due to sole-source availability (motion Chandler/Parker, 3-0). DPW equipment bid recommendations for a brush hog, skid steer and lawnmower were presented by DPW Director Will DeWitte; Chairman McGee suggested delaying purchases pending second-quarter revenue figures.
The board took no final action on the water tank cover at the meeting and said it will further consider engineering recommendations at a future session.
