Commissioners approved the application by motion (Parker/Chandler, 3-0). Chairman McGee suggested the county will proceed with further decisions after federal review and completion of required procurement steps.
The design and budget materials in the packet list mechanical, plumbing and electrical allowances and note exclusions such as hazardous-material abatement and owner soft costs. The narrative assumes a roughly six-month construction timeline and includes specific line items such as an allowance of $211,000 for mechanical and plumbing and $163,020 for electrical work.
Public commenters during the meeting questioned whether certain annex projects—such as boiler replacements—should be paid from grant funds rather than local tax dollars. Fred Cain, a member of the public, urged the commissioners to use available grant funds for boiler work rather than tax funding.
Next steps: the county will complete the USDA application process and proceed with procurement and bidding if the award is approved. The board did not set a construction start date at the meeting.
