Carroll County commissioners approve $1.26M in payments, amend capital reserve for wastewater repair

The Carroll County Board of Commissioners voted March 23 to approve March 13 meeting minutes and to authorize $1,256,184.15 in accounts payable and $307,246.20 in payroll, recorded as passed by roll call (motions recorded Chandler/Parker and Parker/Chandler, each 3-0). The board also amended a previously approved capital reserve transfer to cover an added gearbox needed for a failed auger in the county wastewater treatment system, increasing the repair total to $63,020.04 after an additional $10,135.42 was identified.
DPW Director Will DeWitte told the board the gearbox replacement was an unplanned expense identified after the auger failure; the board amended the transfer by motion of Clerk Gene Chandler, seconded by Vice-Chair Harold B. Parker, and the motion passed 3-0. Executive Director Mellisa Seamans presented the transfer amendment during the meeting.
Directors opened bids for several pieces of equipment. Low bids included Hall Implement at $19,861.27 for a batwing brush hog, Diesel Works at $13,023.13 for a lawn mower, and MB Tractor at $73,880.08 for a skid steer. DPW Director DeWitte said he will review the bids and return with recommendations on April 6. No bids were received in response to the county's dump truck RFP; the solicitation will be extended for two weeks.
The board also recognized Hilary Getson for five years of service as a licensed nursing assistant at MVC.
In other business, staff said Underwood Engineers will be invited to the April 6 meeting for an update on the county water system project, and a discussion about the future use of the Carroll County Annex was added to the April 6 agenda. The minutes record no non-public sessions for this meeting.
