Poseyville clerk‑treasurer to retire; council promotes staff and appoints zoning board member

Clerk‑Treasurer Jodie Rankin told the Poseyville Town Council on Jan. 14 that Diana Powell submitted a letter of intent to retire effective March 31, 2025 after 22 years of service. Rankin described Powell as an integral part of daily operations and said the town will move forward with transition planning and job postings.
The council voted to promote Billye Robling to Utility Manager at $19.75 per hour, effective April 1, 2025, and approved changing a position title to Administrative Assistant/Utility Clerk with a posted pay range of $16.40–$18.75 per hour. Rankin said she and Robling are working with Powell to create a job description and verify workflow for the open position. The council approved both personnel actions by unanimous roll call votes.
Rutledge recommended Justin Schmitt to finish the term of outgoing Board of Zoning Appeals representative Ron Fallowfield; the council unanimously appointed Schmitt to serve through Dec. 31, 2028 (or until he is unable to serve). The council also agreed interviews for the open position will be held in executive session and that publication requirements will be met according to state statute. Clerk‑Treasurer Rankin distributed required elected‑official disclosure and nepotism forms to officials for compliance purposes.
