Poseyville council adopts 2025 budget and creates Capital Project Fund

At a short Oct. 22 meeting, the Poseyville Town Council unanimously adopted the 2025 budget (Ordinance No. 2024-10-22-01) and approved Ordinance No. 2024-10-22-02 to establish a Capital Project Fund (4450 Community Growth and Innovation Fund) tied to a Subrecipient Agreement with the Posey County Board of Commissioners.
The Poseyville Town Council unanimously adopted the town’s 2025 budget and established a new capital project fund during its Oct. 22, 2024 meeting.
Council President Justin Rutledge called the meeting to order at 5:30 p.m. and, after presenting the 2025 Budget Form 3 Notice to Taxpayers, asked for a motion to adopt the budget as Ordinance No. 2024-10-22-01. Council Member Michael Baehl moved to adopt the budget; Council Member Randall Rankin seconded. A roll-call vote recorded Rutledge, Baehl and Rankin voting yes, and the ordinance passed unanimously.
Clerk-Treasurer Jodie Rankin presented a copy of a Subrecipient Agreement between the Town of Poseyville and the Posey County Board of Commissioners and asked that it be incorporated into the meeting minutes. No action on the agreement was required at the meeting.
President Rutledge then introduced Ordinance No. 2024-10-22-02 to establish a Capital Project Fund (Fund 4450), designated the Community Growth and Innovation Fund, to receive the funds described in the Subrecipient Agreement. Council Member Randall Rankin moved to suspend the council’s rule requiring two readings of an ordinance; Michael Baehl seconded. The suspension motion passed on a unanimous roll-call vote.
Following the suspension, Baehl moved to accept Ordinance No. 2024-10-22-02 as presented and Rankin seconded. The council again voted unanimously to adopt the ordinance, creating Fund 4450 for community growth and innovation expenditures tied to the Subrecipient Agreement.
The council scheduled its next regular meeting for Nov. 13, 2024, at 5:30 p.m. There being no further business, members adjourned at 5:42 p.m.
The meeting minutes list the official motions, roll-call votes, and the ordinance numbers adopted; the Subrecipient Agreement is incorporated into the minutes but no separate vote on the agreement was taken.
