Public Safety Committee discusses body-armor grant, training and radio upgrades

The Public Safety Committee met July 22 and discussed police training and equipment needs, recommending that the police chief place an order for body-armor vests as soon as practicable.
Committee member Mr. Konrad said he would contact the Attorney General's Office to confirm the Body Armor Grant's 25% match requirement and to ask whether officers could voluntarily contribute funds to purchase vests. Mr. Joyce confirmed that, under the current process, the Village must pay up front and seek reimbursement from the State. The Chief said the Attorney General's Grant Committee had indicated the Village must cover the 25% match. Mr. O'Leary asked whether officers could reimburse the Village if they choose to keep a vest.
Committee members also agreed to use Eastlake's firing range and an Eastlake instructor for long-gun training to save time; the committee recorded a $250 fee for range use. Members discussed optics for rifles and asked staff to price options.
On radios, Mrs. Joyce inquired whether the Chief's radio had been upgraded. The Chief said it had not yet been upgraded and he was awaiting confirmation from the Fiscal Officer that sufficient funds were available for the Chief's radio and for a desk scanner. The Chief said some funding for new radios has already been allocated and that a Resolution later in the evening would provide the remainder; he said most of the replacement radios will be paid with ARPA funds.
The committee recommended the Chief place the vest order immediately; Mr. O'Leary confirmed an appropriation had been made. (The meeting transcript contains an editor's clarification noting that a Resolution to amend appropriations for the Body Armor purchase was considered and approved at a Special Council meeting later that same evening.)
Next steps: Mr. Konrad will contact the Attorney General's Office about the grant match and officer reimbursements, staff will obtain price quotes for rifle optics, and the Chief may proceed with the vest order pending the stated appropriation.
