DLZ updates South Whitley council on Main Street progress and CCMG project schedule

Dave Sheets of engineering firm DLZ updated the South Whitley Town Council on ongoing street projects and grant planning during the Nov. 25 meeting.
Sheets reported that Brooks has finished its section of Main Street and API is nearly finished; landscapers were scheduled to complete plantings and API requested a final walkthrough. Council members flagged safety issues after residents walked on wet sidewalks; Council President Brock Waterson said the town needs more cautionary cones and tape to deter pedestrians during curing.
DLZ confirmed it submitted a Pavement Asset Management Plan to the State, a prerequisite that preserves South Whitley’s eligibility for Community Crossings Matching Grant (CCMG) applications. Mr. Sheets asked to schedule a separate meeting with council members to identify which streets the town should target in the 2026 CCMG call.
Sheets also outlined the 2025-1 CCMG scope, scheduled to begin in May: Wayne Street from SR 14 to the elementary school; Main Street from Wayne to Columbia; and a mill-and-fill for Elm Street from SR 5 to Jackson Street.
Next steps: council and DLZ to schedule a planning session to choose candidate streets for the 2026 CCMG application and to coordinate final walkthroughs and sidewalks remediation on completed segments.
