Sedalia council directs staff to draft permit-fee reduction ordinance for affordable homes in redevelopment area

Sedalia — City staff presented an outline for an affordable-housing incentive that would reduce building-department permit fees for qualifying single-family homes in Sedalia’s 353 redevelopment area and the council moved to bring the proposal back as an ordinance.
Staff said qualifying homes would have a construction valuation at or below $175,000 and would be intended for affordable ownership or long-term rental pathways (including lease-to-own). Qualified projects would receive a 50% reduction in building-department fees, with a maximum reduction of $3,000 per unit. Staff estimated the average permit-fee reduction under the outline at $718 per house and noted that the reduction applies only to building-department fees (it would not cover utility-connection fees, state fees or outside agency costs).
Staff described process improvements tied to the proposal: a 10-business-day plan-review turnaround goal and same-day residential inspections for calls placed before 8:30 a.m. "If you turn in your plan set on Monday, by the following Monday, I'll usually have an answer," the building department representative said, noting the city’s plan-review goal is faster than many Missouri jurisdictions.
Councilmember motioned and seconded the measure directing staff to prepare an ordinance for formal consideration.
