Sedalia council approves CDBG sidewalk contract, water-main change order and bridge inspection add-on

Sedalia — The Sedalia City Council on its recent meeting approved a package of infrastructure and development actions, moving forward on sidewalk repairs, a water-main reconciliation, an expanded bridge inspection and a final plat for a commercial subdivision.
Council members voted to award a Community Development Block Grant-funded sidewalk improvement contract to Epic Concrete Construction Incorporated for $614,738 after staff and CDBG reviewers confirmed the contractor met bid requirements. The ordinance authorizing the agreement (Bill 2026-71) passed on final reading with roll-call affirmations recorded by the clerk.
Public works staff told the council that the 21 GI17 CDBG sidewalk project covers curb and gutter improvements between East 4th and East 6th streets and between South Center and South Emit avenues. Staff said the amount is within the approved project budget.
The council also approved Change Order No.1 for the Grand Avenue water-main replacement project (Bill 2026-72). Staff reported that previously undocumented existing water system components required additional compatible parts and time; the change order increases the contract by $11,775, bringing the final contract from $925,877.34 to $937,652.39 and extends the contract completion date to May 11, 2026.
On the Washington Avenue bridge over the Union Pacific Railroad, the council accepted a no-cost change order from HDR Engineering to extend task-order services through Sept. 30, 2026, and to add ultrasonic non-destructive testing of 28 bridge truss pins. Public-works staff said the extra testing will establish a baseline for pin condition and that the additional testing is expected to be completed at no additional city cost. Council members pressed for a clear reopening date and requested monthly updates on the bridge’s status; staff said the driving and structural work is complete and the ultrasonic testing is intended to verify long-term condition.
Council also approved Resolution 2170 authorizing staff to submit a $25,700 Tree Resource Improvement and Maintenance grant application to the Missouri Department of Conservation to remove ash trees affected by emerald ash borer, provide public education, and support tree replacement in Sedalia’s urban forest.
Finally, the council approved the Eagle View Ridge final plat (Bill 2026-74). Community development staff said the property remains zoned M2 (heavy industrial) and Planning & Zoning recommended approval. The ordinance passed on final reading.
What’s next: Staff will proceed with the awarded contracts and submit the tree-grant application; the HDR task order extension enables additional inspections and testing before the bridge fully reopens to traffic.
