Council members asked where the loan proceeds would be spent. Staff explained the borrowing is intended to continue funding phases of the southern sewer loop — the city's portion of a multi-phase project that will connect to Plant D via gravity line improvements — and that the DEQ loan offers favorable terms. A councillor asked whether the funds are the last amount needed; staff replied that, "as the estimates stand, yes, this is what we need," but left open that future phases could require further funding depending on final costs.
The council voted to approve the financing authorization; the measure moves the project forward subject to standard loan and regulatory approvals. The resolution includes authority to apply to the Louisiana State Bond Commission and to publish required notices.
