The Winchester City Council voted July 9 to adopt the city's five-year Transit Development Plan, a periodic document required by the Commonwealth for eligibility for state transit funding. Public Services Director Perry Eisenach said the plan looks five to ten years ahead and includes potential service expansions—Sunday service, later evening hours, additional vehicles for peak periods, consideration of zero-emission (electric) vehicles, and possible future coordination with Frederick County if the county is willing to contribute funding.
Eisenach emphasized the plan is not an obligation to implement specific changes but a framework that preserves the city's access to state funds. Councilors discussed potential regional coordination and whether a regional governance or funding structure might be needed if the county partners. Council moved, seconded and adopted the plan by roll call vote.
Outcome: Resolution R2024-19 adopting the Transit Development Plan passed by roll call; adoption preserves state funding eligibility and sets policy options for future service decisions.
