The project scope, as described by solid‑waste staff, calls for a new municipal solid‑waste building with improved clearances for modern trucks, a separate residential drop‑off lane, renovations to the recycling building and pavement and concrete upgrades to improve traffic flow and safety. “We got the bids back and it is uh at $6,454,596,” the presenter said during the meeting.
The committee approved a package of related budget steps: authorizing the bond (the county sought a modest cushion above the bid amount), transferring $750,000 from the solid‑waste reserve into maintenance and repair lines, and a budget modification to reflect the transfer. Officials said the bond will be repaid through solid‑waste user and tip fees and that initial repayment could be interest‑only next year while the county evaluates rates.
After approving financing, the committee awarded the general construction contract to Upstate Companies LLC for $5,286,000 and separate trade contracts: Threes and Sun LLC for mechanical work ($225,800), Blanding Electric for electrical ($52,996) and Atrepison and Sun for plumbing ($439,800). Votes on each award passed unanimously on voice roll calls.
Planning staff noted the project already received the city of Oneonta’s planning commission approval. Construction is expected to begin after contracts are executed, with the presenter saying the goal is to have work under way by the end of July and substantial elements completed within the year to avoid taking the current MSW building offline until the new facility is ready.
The county will monitor bid‑to‑contract contingencies and interest‑rate conditions; staff said they intentionally authorized more than the bid total so the county would not need to return to the market if additional costs arise.
