City staff told the Board of Architects on Aug. 1 that City Council has approved amendments to the city’s historic-district ordinance that change several administrative procedures.
Staff summarized the key changes: a six-month administrative grace period that allows applicants whose BAR approval has expired to seek administrative reapproval (extending the approval another year) so long as the work and building permit follow the original approval; an expansion of the administrative approval list to include certain fences (with masonry columns and retaining walls still required to come to the BAR); and a modest increase in the number of unique signatures required for an aggrieved neighbor to file an appeal.
Staff explained the administrative grace period does not apply to approvals that required a public hearing (for example, demolition approvals), which would still need full review. Staff said these amendments are intended to give applicants and staff more flexibility for projects that are delayed without changing standards for projects that materially alter historic properties.
Staff also said City Council has requested BAR members attend the Aug. 13 council meeting at 6 p.m. for consultation on appeals and that hard copies of the revised ordinance will be provided to the BAR at the next meeting.
What it means: The amendments streamline administrative processing for some routine projects and clarify which items remain under BAR review; applicants and neighbors should consult staff about the new appeal-signature thresholds and the six-month grace-period process.
Next steps: Staff will deliver printed ordinance revisions to BAR members at the next meeting and will support administration of the grace-period process where applicable.
