Staff informed the Board of Architectural Review that the fully revised Winchester Historic District Ordinance has not yet been posted to the city website and the staffer will return with the final published copy for formal board consideration.
David, the staff member present, said he had only the zoning administrator’s edited draft at hand and is waiting for the final posted version; "I do not have a copy of the fully updated version of the historic Winchester District Ordinance yet," he said, and asked the board to hold discussion of ordinance revisions until the published version is available.
Board members asked about Preservation of Historic Winchester (PHW) involvement and whether PHW comments should be raised during applications or in public comment. A PHW participant said the group will draft a homeowner brochure explaining what it means to live in the historic district and share it with the board for review.
The board took no formal action on the ordinance at this meeting; staff will return when the ordinance is published and PHW will circulate the proposed brochure for feedback.
