Council approves zoning revisions for Historic Winchester district

Winchester City Council voted to adopt TA-23-829, a zoning text amendment to Article 14 (Historic Winchester District) that updates definitions, board membership rules, administrative-review responsibilities and appeal procedures.
Staff told the council the Board of Architectural Review (BAR) will remain a seven-member body and that most changes are administrative clarifications or clerical corrections since the ordinance's first reading. "We're leaving it with 7 standing members with the delineations as set up in the prior code," a staff presenter said.
No members of the public addressed the amendment during the hearing. Councilors moved and seconded approval, and the measure passed on roll-call vote. The ordinance changes will govern historic-district definitions and procedures; staff indicated the revised language was the result of consultation with boards and commissions.
