Planning Board begins DEIS scoping for SCS Sarles Street solar project; buffer waivers discussed

Representatives for SCS Sarles St, LLC presented preliminary scoping materials for a Draft Environmental Impact Statement at the Planning Board meeting May 13. William Null of Cuddy & Feder and Rich Williams of Insite Engineering described project changes since the positive declaration and outlined the proposed scope of environmental review.
Key issues discussed included a waiver request related to the ordinance’s 200‑foot buffer requirement, visual‑impact mitigation and landscape screening, confirmation that the solar array is 200 feet or more from a cell tower and from a wildlife preserve, and the need for Con Edison clearance and other public‑utility determinations. Mr. Null said the scoping session is meant to define the scope of the DEIS rather than to re‑litigate the overall project.
Village Planner Jan K. Johannessen outlined the scoping procedure, noting that not all comments submitted during the scoping process will be incorporated into the scope; the Planning Board must evaluate each comment’s applicability to the positive declaration. Board counsel and staff similarly advised the board on preparing and posting a Draft Scoping document for public review.
No formal vote was recorded on project approvals; the minutes reflect that the board will accept written comments and evaluate them for inclusion in the Draft Scoping document to be posted for public review.
