The Glencoe Village Board on June 18 voted to refer a proposed zoning code amendment to create a plan-development ordinance to the zoning commission for public hearing and recommendation.
Staff described the proposal as a regulatory tool to allow flexibility from certain zoning requirements when developers provide defined design enhancements through a detailed public review process. The draft ordinance would allow required or optional plan-development review depending on project size and type and is intended to implement comprehensive-plan goals for context-sensitive design, diverse housing types and better stormwater/tree protection where appropriate.
Trustees discussed how the ordinance could apply to major projects — staff cited the public works garage redevelopment south of downtown as an example that could trigger plan-development review. Trustees also noted state limits on off-street parking regulation within a half-mile of transit and the need to consult legal counsel on how state actions might affect local tools.
The motion to refer the draft ordinance to the zoning commission for a public hearing and recommendation passed by roll call. The zoning commission will conduct hearings, refine thresholds and process steps, and return a recommendation to the board for final action.
