Sweetser council adopts Title VI plan, amends vacation policy and approves ARPA spending and cruiser outfitting

Vacation policy amendment: The council debated changing town-paid vacation to renew on Jan. 1 each year instead of on the employee anniversary date and allowing limited carryover of unused vacation. Travis LeMaster moved to amend the policy; Tyler Wineinger seconded, and the motion passed unanimously. Additional questions about accrual amounts and minimum paid-time-off increments were discussed and tabled for further consideration.
ARPA spending plan: The clerk distributed a proposed ARPA spending plan. After discussion, Warren Dailey moved to adopt Resolution 2024-6; Tyler Wineinger seconded. The resolution passed (one member absent at the vote). The minutes do not specify line-item allocations in the transcript.
Police cruiser outfitting and equipment notes: The council reviewed two bids to outfit a new Tahoe police cruiser—Indiana Emergency Lighting at $16,609 and Bartley’s L.E.D. Outfitter at $16,000 (radios excluded). Radios were estimated to cost about $6,500. Warren Dailey moved to accept Bartley’s L.E.D. Outfitter’s $16,000 bid; Tyler Wineinger seconded and the motion carried with one member absent. Council members noted a roughly six-week lead time for outfitting.
Administrative notes and follow-ups: The clerk said the town's 2025 budget filing erroneously listed many funds with $0 appropriations; the council must schedule a public hearing to present increases in appropriations to correct the filing. The council also discussed a resident’s street-lighting concern and plans to contact the utility. The 2025 Salary Ordinance (Ordinance 2024-8) was discussed and tabled until Jan. 9, 2025.
