The council and staff discussed next steps for approval, including printed 24-by-36 site plans, an engineering review of the force main capacity and whether annexation should be a condition of connecting to town utilities. Council members noted that, as a general practice, municipalities prefer to annex properties that will use town utilities so the town can regulate future hookups and expansions.
"I submitted a ILP last Monday for an RV park and outside of the corporation limits. It's 50 independent sites, so that's full electric, water, and sewer," Seymour said, outlining his intent to provide full hookups and aiming to open next spring if state and town approvals proceed.
Jesse (town staff) told the applicant what materials the town typically requires for a connection review, including large-format site plans and engineering details, and suggested the applicant coordinate with the town sewer inspector and provide capacity calculations. Councilors raised concerns about whether the existing line and the new treatment plant configuration could handle the added flow and asked staff to determine whether upgrades or conditions (such as a utility waiver or annexation) are needed.
Seymour said Tipmont had already reviewed the site and that he planned to provide full internet and utilities for each campsite. He also noted a state requirement that certain campsite proposals submit documentation 90 days before site work begins.
The council did not vote on an approval at the meeting; members asked the applicant to return with printed plans and more detailed engineering information and indicated they would consider the sewer-connection request and whether annexation or a waiver would be required. The applicant was invited to return in two weeks with updates.
Next steps: the applicant will supply the town with the requested plans and capacity data; staff will verify sewer capacity and applicable state filing deadlines before the council schedules a formal decision.
