Topeka council approves 16% water-rate increase and a package of water-system actions

The Topeka Town Council voted unanimously Aug. 12 to adopt Ordinance 2024-7-22, a 16% increase in water rates.
Council Vice President Steve Schrock opened a public hearing on the ordinance; there were no public comments. Ray Folk moved to approve the ordinance on second reading; Justin Geigley seconded and the motion passed with all council members voting aye.
At the same meeting council approved several water- and wastewater-related actions. Members approved a contract with FirstGen Water Treatment & Design (Dustin Wuis) under the recommended Option 1, with a quoted cost of $5,000 and a 60-day termination clause. The council also authorized conducting an income survey, quoted at $3,000, required to pursue OCRA/Stellar grant funding for related projects.
Individual customer adjustments tied to utility meters were also approved: a $31.68 water forgiveness for 226 S. Main Street (pool fill) and a $2,102.53 utility adjustment for 224 Morrow Street after a meter replacement and antenna reading issue. All motions on these items were carried unanimously.
The ordinance adoption and the accompanying contracts and approvals were presented as routine municipal business at the Aug. 12 meeting; council members indicated these measures are part of ongoing effort to fund and stabilize the town’s water and wastewater services. The council adjourned at 5:28 p.m. with its next meeting scheduled for Aug. 26, 2024.
