The Town of Thorntown Town Council on March 2, 2026 approved multiple ordinances affecting sewer and water utility rules and financing, and postponed a decision on its Unified Development Ordinance after public comment and council discussion.
Council President Dave Williams opened the meeting and the council moved to adopt Ordinance 2026‑01, which updates sewer ordinance language requested by the Indiana Department of Environmental Management (IDEM). Bruce Burtner moved to adopt the ordinance; Jon Riggen seconded. The motion passed 5‑0.
The council amended and adopted the water‑rate ordinance, Ordinance 2026‑03. Legal counsel Amy Nooning and Jarrod Hall of Krohn & Associates reviewed a minor amendment to minimum‑gallon language and updated figures on the rate sheet. Bruce Burtner moved to amend the ordinance; Randy Bruder seconded. The amendment passed 5‑0. Burtner then moved to adopt Ordinance 2026‑03 (establishing rates and charges for the town waterworks); Bruder seconded. The adoption passed 5‑0.
On second reading, Dave Williams read Ordinance 2026‑02 authorizing the issuance of waterworks revenue bonds. Bruce Burtner moved to adopt the bond ordinance; Randy Bruder seconded. The motion passed 5‑0.
The council voted unanimously (5‑0) to postpone action on Ordinance 2026‑04 (the Unified Development Ordinance) to allow further review following public comments and technical clarifications presented at the hearing.
Routine financial actions were also approved: the Clerk‑Treasurer, Aly Hickman, received council authorization to pay 2026 annual dues (Accelerate Indiana Municipalities, Indiana League of Municipal Clerks and Treasurers, and the ADA & Title VI Coordinators Association), to fund $250 for ILMCT conference training, and to pay the $1,000 Boone County EDC contract. Each motion carried 5‑0. The council also approved Resolution 2026‑02 correcting a previously omitted $49,500 transfer in the 2025 appropriations; the resolution passed 5‑0.
The meeting closed after the council authorized the president to approve a mowing FRP once drafted and after a legislative update from municipal consultant Jeff Wolfe.
