Town officials told the Jan. 26 meeting the Indiana Department of Environmental Management (IDEM) requested edits to the town’s Sewer Usage Ordinance, specifically changes to Section 4 (Enforcement Responses), which triggered a requirement for a public hearing before adoption.
Clerk‑Treasurer Aly Hickman said town attorney Amy Nooning is preparing the ordinance language and the public‑hearing announcement. Utility Superintendent Earl Parsons said IDEM had been working with the previous utility superintendent to finalize the edits.
Separately, council members discussed a zoning/variance requirement affecting property owned by Tim and Shawna Williams. The council said two members of the town’s Board of Zoning Appeals must attend a single meeting to issue the variance before Thorntown completes its transition to Boone County Area Plan Commission (APC) review.
The council also noted the APC’s public hearing on the town’s proposed Unified Development Ordinance (UDO) was postponed because of weather and rescheduled for Monday, Feb. 2, 2026, at 6:00 PM at Town Hall. Council President Dave Williams said he wants council members to read the UDO draft because there are items he disagrees with; members noted the APC must hold a public hearing to produce a recommendation before the council considers adoption or changes.
