Town of Pines approves minutes and claims; council addresses permits, semitrailers, animal-control concerns and leash law

The Town of Pines council approved the July and August meeting minutes and voted to pay September 2024 claims during its Sept. 4 meeting. Both minutes approvals and the claims payment passed with recorded votes of 3-0 (Janice Lowe moved each motion; Vicki Kuzio seconded; recorded votes for the motions were Janice yes, Vicki yes and James yes).
Council reviewed several building permits, including for Current Electric at 4408 W Dunes Hwy, PG Electric at 3985 (service/electric), a new roof at 1685 Alabama, and Marvs Construction for a house remodel at 2752 W Dunes. Phil Orlando said the town attorney advised caution about enforcing parking on state property for businesses including DNA Auto, Bills Auto, Pyramid Metal, Joe and Freddies, and the Bike Shop, and advised that pursuing enforcement at 2872 2nd Place may not be successful in court.
Phil also reported that the town's animal control contractor is not fulfilling its contract and recommended contacting the county to have fines issued. Council discussed sending letters to property owners who store semi trailers on private property at 2872 2nd Place, 1579 Walnut and 1580 Maple as a potential next step.
During public comment, a Countyline-area resident complained that trash from a recently cleaned and evicted property is blowing into neighboring yards; council directed residents to contact the County Sheriff's Office if they observe trespassing or illegal activity. Alex, of 2877 2nd Place, asked why his dogs were an issue; Shelby Lowe, clerk treasurer, said she explained the county leash ordinance to him and provided a copy of the ordinance and its key requirements.
Street Department staff reported seven trees fell in the last storm and noted illegal dumping along the Amtrak right-of-way on Railroad Ave; the town cannot legally remove debris from the tracks and will contact Amtrak about cleanup. Rob said a requested garage door opener has been ordered. The meeting concluded with adjournment at 7:40 P.M.
