Thorntown holds first reading of sewer-use ordinance; council discusses mowing bids and a BZA vacancy

Amy Nooning, legal counsel, read Ordinance 2026-01, an amendment to the Sewer Use Ordinance, and told the council the town will need to explain the specific changes and why the Indiana Department of Environmental Management recommended them at the public hearing. “We will need to explain at the Public Hearing what changes were made and why IDEM is suggesting the changes,” Nooning said; she offered to prepare a comparison document showing the exact edits.
There was no vote on the ordinance; this meeting recorded only the first reading. Nooning’s reading reserved substantive discussion and formal action for the public hearing and future council consideration.
On department updates, Erick Smith, president of the Utility Service Board, said Jarrod Hall from Krohn & Associates will attend the next USB meeting to review the Water Rate Study. Municipal consultant Jeff Wolfe said Advance Town Council invited him to speak about the Sewer District and invited interested parties to attend with him.
Under new business, Council Member Randy Bruder asked when the town would begin soliciting mowing bids. The council agreed to prepare a request for proposals and asked Wolfe to provide acreage maps; they set a target to have bids available for review by the last meeting in March. The council also noted the County Maintenance Department currently handles mowing on the trail north of town and discussed whether to include trail, park and fire department mowing in the RFP.
The council reported there is still one vacancy on the Board of Zoning Appeals; Nancy Durkin was named as someone who will serve as a member. With no further business, Council Member Randy Bruder moved to adjourn at 7:28 PM; Bruce Burtner seconded and the motion passed 5-0.
Next steps: Nooning will prepare a comparison document ahead of the public hearing on the ordinance; the council will solicit mowing bids with proposals available by the March meeting; CDS will return on Feb. 16 with the water plant bid recommendation.
