Council holds first reading of compensation ordinance; staff to update handbook, snow bids set for review

The Town of Thorntown held the first reading of Ordinance 2025-6 at its Oct. 20 meeting, a measure described as establishing compensation for town officials and employees for the calendar year 2025. The ordinance includes a proposal to convert the Utility Superintendent and the Billing Clerk from hourly to salaried, non-exempt positions; council members were told the second reading will occur at the next meeting.
Town Attorney Amy Nooning and Clerk/Treasurer Aly Hickman said they will update the Employee Handbook to reflect the changes noted in the ordinance. The council discussed administrative next steps but did not take a final vote on the ordinance at the Oct. 20 session.
Council members also reviewed documents initiating a solicitation for snow-removal bids for the 2026–2027 season; the town will request bids for review at the second meeting of the month and bids will be opened on Nov. 17, 2025. The council reviewed APV registers and payroll dockets for the Oct. 1–16 period and corrected registers and payfiles from prior meetings as part of routine claims review.
With no further business, Council President Dave Williams moved to adjourn at 7:45 p.m.; Randy Bruder seconded and the motion passed 4-0.
