Thorntown reviews bids and timeline for water treatment plant expansion

Dan Cutshaw of CDS Engineers told the Thorntown Town Council that the Water Treatment Plant Expansion project is currently out for bids and that bid openings are scheduled for 10:00 a.m. on Tuesday, Feb. 10, 2026, at Town Hall. “The project is currently out for bids, with opening of the bids to take place at Town Hall on Tuesday, February 10, 2026, at 10:00 AM,” Cutshaw said. He added that roughly six or seven contractors had picked up plans and that a pre-bid conference had been held Jan. 27; an addendum is being issued to address questions raised at the conference.
Cutshaw said the project is in the permitting stage with the Indiana Department of Environmental Management (IDEM) completing an initial review. He said the permit will be posted for a 30-day public notice period and that, after that notice, IDEM is expected to issue the permit in about 45 days. Because the project uses OCRA funds, Cutshaw told the council the town must wait for OCRA’s release of funds, which typically takes about 60–90 days.
Council members discussed schedule risks tied to long‑lead equipment. Cutshaw identified pumps, filters and generators as items that will require early ordering and that delivery timelines could force an extension of the current contract completion date of Dec. 31, 2026. He said contractors responding to the bid must submit shop drawings and identify long‑lead items as part of their schedules; CDS will review those submissions prior to issuing a notice to proceed.
Cutshaw also reported site work by Newby Excavating is complete and that CDS is coordinating with Westfall Place contacts on IDEM permitting for project Phases II and III. When Council President Dave Williams asked about drilling the new well, Cutshaw said weather had pushed that work back but expected drilling to occur within the coming month.
Cutshaw told the council CDS will return with the bid results and a recommendation at the Feb. 16 council meeting. He emphasized the council must select the lowest responsive and responsible bidder as required by the contract documents and that CDS has worked with several of the contractors who requested plans.
Next steps: bids open Feb. 10; CDS will review submittals and present a recommendation at the Feb. 16 meeting; permit and OCRA funding timelines will determine when a notice to proceed can be issued and whether the contract completion date needs adjustment.
