Granite Falls reviews 2027–2041 CIP and TIP, reprioritizes pedestrian and sewer projects

City Manager Jeff Balentine and Public Works Director Charles White presented the Granite Falls 2027–2041 Capital Improvement Plan and Transportation Improvement Plan at the June 10 council meeting, outlining recommended project adjustments and corrections to the planning documents.
Staff listed a set of changes to the draft plans: they will draft and schedule a work session to discuss a Grant Application Approval Policy and Procedures; they removed the City Hall addition/expansion project from the CIP; they reprioritized pedestrian trail improvements to a 'High' priority; they corrected the local match for the Anderson Avenue water project (south of W. Galena Street), adding $240,000; they removed the Mountain Loop Highway sewer line extension from sanitary sewer system projects; and they changed priority to 'High' for the City-wide Inflow and Infiltration Study and the West Stanley Street illumination project.
Council did not adopt the CIP/TIP changes as formal action at the meeting; staff were directed to continue drafting the fiscal and project-level details and to schedule a focused work session on grant approval procedures. The adjustments will affect the relative scheduling and local match obligations for future capital projects but require follow-up staff work before final adoption.
