Aston Township commissioners voted June 17 to rescind a previously awarded contract to GMBB Construction for the 2026 road program and authorized the township engineer to rebid the project after PennDOT advised the township the firm was prequalified only as a subcontractor, not a prime contractor.
Engineer staff told the board that because PennDOT provides funding and enforces prequalification rules for prime contractors on projects that use PennDOT funds, the township could not proceed with the previously awarded contractor as the prime. "During our communication with PennDOT, it was determined that they are only pre-qualified as a subcontractor and not a prime contractor," the engineer said. The board voted to rescind the award and to direct the engineer to prepare rebid documents with amended qualification requirements.
Commissioners said the action is procedural — canceling an award that cannot legally proceed in its current form — and that the project will be rebid with clarified contractor requirements tied to PennDOT funding rules. The board also approved a separate motion to authorize the engineer to rebid the 2026 road program.
The motion to rescind and the rebid authorization passed by voice vote; no roll-call tallies were recorded in the meeting discussion.
