Council fails to advance police hire; approves retroactive appointment for code officer

Union City Borough Council on July 9 did not complete a hire for a recommended police candidate after a motion to appoint him lacked a second, and separately approved a retroactive appointment for a new code enforcement officer.
Police Chief David Pernice told council that Kenneth Fye had passed civil service testing and background checks and that the Civil Service Commission had provided a certified list with one eligible candidate. The commission recommended hiring Fye, but a motion by Councilor Steadman to hire him received no second and therefore failed; the minutes record that the matter will be revisited at a future meeting. Chief Pernice later asked why the motion died so he could advise the applicant.
On a related personnel matter, the Personnel Committee recommended Mark Zigler for the code enforcement officer position. Councilor Osborn moved and Councilor Joyce seconded a retroactive appointment of Zigler. Councilor Uber opposed, citing residency concerns; the motion nevertheless carried.
Council minutes note Zigler is available to begin online training July 12 on the iWorqs software and will not begin regular duties until July 29. The council conducted an executive session after adjournment to discuss personnel; no further action was recorded.
