Union City council approves $400,000 bridge grant application, authorizes paving payments and multiple grants

At its June 25 meeting the Union City Borough Council unanimously approved applying for a $400,000 Multimodal Transportation grant for the Willow Street bridge and passed motions to fund paving invoices, apply county aid, distribute millings, award Renaissance grants, open a PLGIT account and sell surplus playground equipment.
Union City Borough Council voted unanimously June 25 to apply for a $400,000 Multimodal Transportation Fund grant to support replacement of the Willow Street bridge and approved a package of routine financial and property actions.
The resolution authorizing the grant application was moved by Councilor Osborn and seconded by Councilor Kerns; the motion carried without dissent. Councilors also approved tax-exoneration resolutions for two Erie County Land Bank properties (11 Maple Street and 48 Atlantic Street) on a motion from Councilor Joyce, seconded by Councilor Steadman.
On finance items, the council approved payment of Cross Paving’s $104,740.81 invoice, allocating $92,130 from the Liquid Fuels fund and $12,610.81 from the General Fund (motion by Councilor Steadman, seconded by Councilor Kerns). The council also agreed to apply $15,625 in County Aid toward Suit-Kote’s payment for the 2024 seal coat project (motion by Councilor Joyce, seconded by Councilor Osborn).
Council addressed millings produced during the paving project, agreeing that millings should be ground before reuse; Union Township will grind millings and track usage. The council approved providing 2–3 loads of ground millings to the American Legion ballfield to help with driveway issues, with a motion by Councilor Osborn seconded by Councilor Joyce.
On local grant programs, the borough received six Renaissance grant applications totaling $27,127.65. Council recommended approving four applications totaling $17,675 for the 2023/24 grant period (leaving a $750.49 balance) and carrying two applications totaling $9,452.65 into the 2024/25 grant period; the motion was made by Councilor Joyce and seconded by Councilor Osborn.
The council approved opening a PLGIT Checking & Prime account and transferring approximately $140,000 from the Capital Equipment account to take advantage of higher interest rates; the item was moved by Councilor Kerns and seconded by Councilor Steadman. Council also authorized posting playground equipment removed from Southwest Park for sale on Municibid (motion by Councilor Kerns, seconded by Councilor Steadman).
Borough Manager Cindy Wells reported the borough received a $100,000 ECGRA Renaissance grant and that the Union City Volunteer Fire Department repaid a $59,250 ambulance loan in full.
The meeting adjourned at 7:21 p.m.; an executive session on personnel and contracts followed with no action announced.
