The Sanford City Council voted March 3 to initiate the process on a petition for voluntary non‑contiguous annexation of approximately 50.701 acres owned by Highway 54 Partners, CCEP DR, LLC, and David and Kandace Poindexter. Long‑Range Planner David Montgomery said the petition was filed Nov. 17, 2025, to extend sewer service to the parcel for potential residential development.
Council approved a resolution directing the city clerk to investigate the petition under G.S. 160A‑58.1, received a certificate of sufficiency from the clerk, and fixed a public hearing on the question of annexation for March 17, 2026 at 6:00 p.m. If the annexation is approved, staff said, a conditional rezoning application would be submitted later for development standards and site plan review.
No final annexation decision was made; the hearing on March 17 will allow public comment and further council consideration.
