Sanford council OKs Third Street sewer rehab funding, names deputy finance signatories

The Sanford City Council unanimously approved financial and administrative measures on March 3 to advance the Third Street Area Sewer Rehabilitation Project.
Assistant City Manager Beth Kelly told the council the Reimbursement Resolution allows the city to seek reimbursement through the State Revolving Loan process for project costs. Council then approved an ordinance amending the FY2025‑2026 annual operating budget to appropriate funds for the project and a capital project ordinance documenting an initial Utility Fund contribution of $92,475.
Kelly also explained a separate resolution designating Beth Kelly and Financial Services Manager Candice Iceman as deputy finance officers and authorized signatories for pre‑audit and disbursement duties to back up Financial Services Director Bethany Stephens during a period of increased contract pre‑audits. Council approved that resolution unanimously.
All motions related to the sewer project and the finance‑officer designation carried without opposition. Staff will proceed with loan reimbursement steps and project implementation paperwork.
