TriRiver outlines Pittsboro wastewater rehabilitation, accelerates Jack Bennett tank removal request; AMI rollout nearly complete

TriRiver Water staff provided a series of operational updates at Sanford’s work session, covering a Pittsboro wastewater master plan and related capital upgrades, the planned removal of the Jack Bennett water tank in Chatham County, and progress on the Automated Metering Infrastructure rollout.
Jason Bertoncino, TriRiver director of engineering, said the Pittsboro Wastewater Master Plan was supported by an Asset Inventory and Assessment grant of $250,000 received in July 2022 through ARPA to fund a flow study and rehabilitation program. Priority capital improvement projects described include cementitious lining of approximately 5,000 linear feet of priority sewer mains; structural manhole lining and replacement of four severely deteriorated manholes; chimney seals, grouting and frame/cover replacements; upsizing Roberson Creek outfall sewers for wet‑weather capacity; and correcting reverse‑grade segments.
Bertoncino also noted the Jack Bennett water tank on Highway 15/501 has been non‑operational for years and that, under the merger agreement with Chatham County, Sanford agreed to remove it. "Chatham County has asked that we move the project up since they are constructing an EMS service in this location," he said; staff will place the removal item on the next Council meeting agenda for formal approval.
On AMI, Financial Applications Support Analyst Christie Holt reported that "There have been 22,822 meters installed and there are approximately 87 remaining to be installed, which should be finished within the next week." Badger Meter was selected as the vendor; the Customer Success Team will provide system monitoring and training. TriRiver will notify customers on the April water bill and through the TriRiver portal, where customers can view hourly/daily consumption, sign up for alerts, and enroll in payment options. Staff said they are researching assistance programs and that the Round‑Up program is active in Sanford only at present.
No formal council votes were taken on the technical CIP items during the work session; staff will return with procurement or agenda items for approvals as required.
